The clause within Thailand’s 2025 casino bill required Thai nationals to show at least THB 50 million in bank savings prior to entering a casino floor – roughly US$1.4 million. Such a proposal reveals everything needed to understand why the search for online casino Thailand ultimately ends on offshore platforms – the only legal framework considered had a design element that would immediately exclude the vast majority of Thai players from participation. Our audit of 14 platforms revealed that while politicians argued over who should get a seat at the table, the offshore market built the table they were arguing about.
The bill that tried to ban most Thais from their own casino
The Entertainment Complex Bill began as an economic argument to build licensed resort casinos in the Thai cities of Bangkok, Pattaya, Chiang Mai, and Phuket to compete with countries like Singapore and Macau, and to attract more foreign tourists to Thailand, thereby generating gambling revenue from licensed venues instead of the grey market. The bill was approved by the Cabinet in January 2025. However, amendments required Thai nationals to pay a 5,000 baht entry fee and have 50 million baht in bank savings. The Bangkok Post reported that Deputy Finance Minister Julapun Amornvivat admitted the amendment would exclude many Thai nationals from ever setting foot in these casinos. Despite his admission, the government submitted the bill for approval. The Senate rejected the bill in September, and the Parliament dissolved in December. Thus, the Entertainment Complex Bill was rejected three times within a year.
Then, in May 2026, a new coalition agreement reopened the legislative pathway. The revised version dropped the THB 50 million savings requirement, settled on a 17% GGR tax rate, and capped the number of complexes at three rather than five. As The Thaiger documented, a 57% NIDA poll majority still opposes legalisation, Hard Rock has withdrawn citing instability, and Galaxy Entertainment and Melco are watching from Bangkok offices without recommitting. Parliamentary debate is expected in Q3 2026.
What Thai players use while politicians argue
While the bill takes another lap of parliament the offshore market does not wait.
